Punjab Assembly Passes 15% Minimum Wage Hike After 13 Years on May Day, Chief Minister Bhagwant Singh Mann Announces Historic Worker-Centric Reforms

Punjab Assembly approves a 15 percent minimum wage hike after 13 years on May Day, benefiting all registered workers. Chief Minister Bhagwant Singh Mann highlights labor welfare, education reforms, and strict new law on sacrilege, marking a major socio-economic and legislative milestone.

In a landmark decision on International Workers’ Day, the Punjab Legislative Assembly unanimously passed a resolution to increase the minimum wage by 15 percent, marking the first revision in the base rate in 13 years. The move is set to benefit all registered workers across both government and private sectors, signaling a major policy shift aimed at strengthening labor welfare in the state.

Chief Minister Bhagwant Singh Mann described the increase as a true acknowledgment of the contribution of the working class, emphasizing that the base rate of minimum wages had not been revised since 2012. While dearness allowance had seen periodic increases, the core wage structure remained unchanged for over a decade. Addressing the special session, he stated that implementing the wage hike on May Day carried symbolic and practical significance, aligning with the global recognition of workers’ struggles and rights.

Highlighting the delay in revising wages, Mann criticized previous administrations, stating that two successive governments failed to act despite rising inflation and growing economic pressures on laborers. He asserted that workers form the backbone of society and deserve timely economic justice, adding that the prolonged inaction reflected an insensitive approach toward the labor community.

The Chief Minister also underscored the importance of education as a transformative tool for workers and their families. He noted that the government, led by his party, is introducing revolutionary reforms in the education sector, which are already yielding results. He cited the recent success of 359 students clearing the Joint Entrance Examination Main, revealing that a significant number of these students come from laborer families. According to him, improved educational access will ultimately uplift entire households by enabling better employment opportunities.

During the session, Mann launched a sharp attack on the opposition, particularly the Congress party, accusing its leaders of walking out of the special session without valid reasons. He described the boycott as indicative of a narrow mindset that prioritizes elite and business interests over the welfare of workers. In contrast, he asserted that his government remains committed to protecting labor rights and expanding welfare initiatives, including increasing worker registration to ensure broader benefits.

The Assembly also unanimously passed the Jagat Jyoti Sri Guru Granth Sahib Respect Amendment Act 2026, which introduces stringent punishments for acts of sacrilege. Mann stated that the legislation aims to create a strong deterrent against such offenses, which he described as deliberate attempts to disrupt peace, communal harmony, and social unity in the state. He emphasized that no individual found guilty under this law would be spared, reinforcing the government’s commitment to safeguarding religious sanctity.

Announcing a thanksgiving march, the Chief Minister said he would undertake a journey from May 6 to May 9, beginning at Sri Anandpur Sahib. The march will include visits to Takht Sri Kesgarh Sahib, Sri Akal Takht Sahib, Damdama Sahib, Mastuana Sahib, Gurdwara Dukh Nivaran Sahib, and Sri Fatehgarh Sahib. He stated that the purpose of the march is to express gratitude for the strength and opportunity to pass this significant legislation.

Reaffirming his commitment to workers, Mann called upon laborers to actively participate in shaping an era of development, peace, and prosperity. He urged them to observe May Day not only as a historical event but as a renewed pledge to protect their rights. The government, he said, will continue taking all necessary steps to ensure the welfare of workers, enabling them to contribute more effectively to the state and the nation.

The decisions taken during the special Assembly session mark a defining moment in Punjab’s socio-economic policy, combining labor welfare, educational advancement, and legal reform into a comprehensive framework aimed at long-term stability and inclusive growth.
